I've used and tested several panels, currently using cPanel for production services and have DirectAdmin on a beta server.
I think for the hosting industry, the end user who has very limited knowledge of what they're doing would prefer DirectAdmin. Its clean, very basic/simple, and lightweight.
cPanel/WHM is my personal preference, as it contains more features and control then DirectAdmin. Seems to be the preference for most webmasters. Can be tweaked to run using minimal memory, plenty of amazing web tutorials upon quick Google search.
I also have learned to really like Kloxo. Out of the free control panels, i'd have to say its the best.
