The allocated resources of a package should give you a rough estimation of how many accounts that can be created. Even if you were offering unlimited accounts, so long your disk space and bandwidth resources are being limited then there will still be a limit along the line and most clients would simply request to upgrade their account at that point.

Depend on price and configuration however we do not set any limit because of none of our customers try to host 2000 sites on $/m plans.
