How Big?

Most people just install apache on their PCs and host the warez there. Hard to control and shut them down, difficult to find who's doing it
 
There ISP should shut them down, but still you can find some data centers that will tell you you may host what every you want!
 
I doubt they'd stay with that attitude when the law got involved though.

A lot of ISPs dont really care what users do. Some do, but a lot dont
