I agree that Max Mind and telephone verification seems to handle all fraud attempts on our system. This filters all the scammers out and we haven't had many issues.
Please note that if you are going to be collecting photo id and card scans that you have the proper security encryption and storage in place. Nothing is worst then having that information leaked.
I agree with you 100% when taking clients card information or ID you have to make sure it is stored in a secured and right place if not then that information can get leaked and that client won't be happy because he's or her information will be out on web to everyone and they will need to do a lot in order to fix the problem.
Most of loyal customers provide ID cards within a hours and most of try to provide a Photoshop ID Card

We had a photo shopped Id sent to us a few days ago because our system detected fraud on an order. Can you guess who the guy was in the picture on the id? It was George W Bush. lol
The guy tried to say it was him, but I could tell it was George's official photo. And it was clearly photo shopped.
The guy was a scammer. But not a very good one.
And I doubt George Bush was signing up for hosting with us.

That would've been cool. Too bad the order came from Peru. Well I guess he could be in Peru at the time of the order. Or he moved to Peru.
The name on the Photo Shopped Id said George W Booker.
So it clearly wasn't him. And it wasn't the Scammer's actual id either cause the name on the id was different from the name on the order.

In our case, we find calling a customer after they have placed an order to verify it works the best. This also helps with answering any questions the customer has and verify if the order is legitimate at the same time. Helps keeps customers happy!
