Sure, what part didn't you understand?
EasyHostMedia pointed out PayPal will close your account if you haven't processed a minimum of 1 transaction within 4 months. My response just suggested that if you don't process 1 transaction within 4 months, your clients obviously are not interested in using that gateway and so there is no need to have an account there.
Hope that makes it more easier to understand.
