CloudFest Americas 2026

Crusoe plans an AI cloud beside Paraguay’s Itaipú dam, with few details so far

Crusoe plans to launch AI cloud infrastructure in Paraguay with development partner Araico in 2027, placing computing capacity next to the Itaipú hydroelectric substation. The company is looking for customers in the United States and Latin America. The project has a path to 106 megawatts of IT capacity, and expansion options could take it to roughly 280 megawatts in total.

Under the proposed partnership, Araico will develop the site and local infrastructure, while Crusoe will supply the computing equipment and run the service through Crusoe Cloud. The first deployment is set for mid-2027, but the companies have not said how large it will be. This marks Crusoe’s first dedicated AI cloud site in Latin America.

Power sits at the center of the pitch. The partners intend to supply the facility with Itaipú hydroelectricity, which they call entirely renewable. The logic is simple: put a heavy electricity user beside a large source. Even so, a cheap and clean power route is only one piece of a usable cloud service. Network performance, hardware supply and the cost of moving data will also decide which customers can make the location work.

Key details are missing. There is no published electricity tariff, contract length or cost breakdown. Proximity to a substation also leaves open how the site will handle redundancy and backup, both of which matter for availability promises. A renewable supply describes the energy story, but it does not prove the price or reliability of the finished service.

Distance adds another question. Some AI work, such as training jobs and scheduled processing, tolerates more geographic flexibility than applications that must respond to users quickly. Still, moving large datasets costs time and money. Since Crusoe also wants U.S. customers, international connectivity becomes central to whether the site proves useful.

The capacity figures need careful reading as well. The 106-megawatt and 280-megawatt numbers describe development ambitions, so customers cannot rent them today. The larger figure is also not explicitly defined with the same IT capacity measure. Crusoe has not disclosed accelerator configurations, network specifications, pricing, capital spending or contracted customer volume.

For now, buyers have a destination and a launch window, but few specifications. Until Crusoe publishes how much capacity customers can order in the first phase, the project remains a location strategy rather than a finished product.
