Capgemini becomes SAP’s first Sovereign Cloud Partner while leading HMRC’s tax platform overhaul

Capgemini has become the first company to earn SAP’s Sovereign Cloud Partner designation, a recognition that currently applies across France, Germany, the Netherlands, and the United Kingdom. The designation confirms that Capgemini meets SAP’s standards for data residency, operational control, governance, security, and delivery capability, building on a Sovereign Technology Partnership the two companies announced last November.

For context, sovereign cloud has become one of the more pressing conversations across European enterprise IT over the past year. Organizations in regulated sectors want the benefits of cloud and AI transformation without losing control over where their data sits or who can access it. SAP’s sovereign cloud framework addresses that directly, and Capgemini becoming the first partner certified under it gives the company a credibility marker that matters when bidding for work in highly regulated environments.

That work is already underway. HM Revenue & Customs recently appointed Capgemini as Migration Delivery Partner for modernizing its Enterprise Tax Management Platform, a system that supports more than 50 tax regimes and processes over £875 billion annually. The migration moves the platform to SAP S/4HANA and SAP’s Sovereign Cloud solutions within the UK, a project that touches more than 40,000 HMRC employees and serves millions of taxpayers.

Given the scale and sensitivity of that system, the sovereign cloud certification is not just a credential sitting on a slide deck. It is directly relevant to whether Capgemini can deliver on a project of this size while meeting UK public sector requirements for resilience and continuity.

Thomas Saueressig, Chief Customer Officer at SAP, framed the certification around Europe’s broader competitiveness, noting that combining innovation with digital sovereignty is becoming a defining requirement for organizations across the continent. Fernando Alvarez, Chief Strategy and Development Officer at Capgemini, pointed to the certification as confirmation of capabilities the company is already putting into practice with clients across public sector, financial services, and energy.

The HMRC project is a useful test case for what sovereign cloud transformation looks like at scale. A platform processing nearly a trillion pounds annually, serving tens of thousands of government employees, moving to a sovereign cloud environment is precisely the kind of high-stakes migration that will shape how other public sector organizations across Europe approach similar decisions.
