Oracle secures key U.S. Federal cloud contracts as agencies advance digital shifts

In a year that saw growing pressure for government digital modernization, Oracle has increased its presence in federal infrastructure by securing two large U.S. deals—one with the U.S. Army and one with the Department of Agriculture (USDA). As much as the move grows Oracle’s cloud presence in defense and civilian agencies, it is an indication of how agencies are approaching cost management and national security in a world of multiclouds.

The Army’s Enterprise Cloud Management Agency (ECMA) awarded Oracle a $222.53 million task order under the Pentagon’s Joint Warfighting Cloud Capability (JWCC) contract. This builds on a previous 2024 award and enables Oracle to provide compute and storage through its US Defense Cloud regions—secure, isolated environments built specifically for military workloads. The services will span critical Defense Information Systems Agency impact levels, including IL 6, the highest classification.

ECMA continues to evolve its cARMY ecosystem, a centralized platform for managing Army applications and data in the cloud. Oracle’s tools are expected to play a key role in driving secure modernization under the Army’s Digital Transformation Strategy, combining performance with centralized cybersecurity governance.

Almost simultaneously, the USDA selected Oracle as a cloud provider under its STRATUS program—a procurement vehicle allowing both USDA and non-USDA agencies to access cloud services like compute, storage, and AI infrastructure via Oracle Cloud Infrastructure (OCI). This inclusion is part of a broader federal shift toward multicloud frameworks that balance innovation with cost reduction and national sovereignty.

Although Oracle has long competed in the federal cloud market, these wins reflect its continued positioning as a purpose-built alternative to larger hyperscalers. With growing focus on data security and localized control, agencies now face more options—but also more decisions—when it comes to choosing their future in the cloud.
