That is such a broad question that was asked hundreds of times before.

It is partially depends on your objectives, but support and reliability have been the two most critical components of a successful experience.
 
My personal top 3:

  1. Reliability
  2. Support - available to answer issues
  3. Price

You'll notice that I put the price at the bottom of the list. I've paid $5/mo and I've paid $60/mo for regular blog hosting.

Support is what makes the big difference in hosting companies. I'm a tech guy, so everything website related, I can handle without an issue. But when I run into an issue that's server related, someone better be available to resolve the issue, and quickly. 24 hour (1 day) response, is usually not something I want. And depending on the issue, a 1-hour wait is too long too.

I'm not looking for 5 minute resolution times, but I am looking for fairly immediate responses that they're looking into it (and not a generic email response either).
 
Make sure the host has the payment option your looking for. I don't even think twice about a host that doesn't accept paypal.

First would be a web hosting provider that offers services that match your specific web hosting requirements, within the range of your budget. Second would be their support infrastructure (personnel, systems and network). Third would be their uptime.
 
Foremost is the services,features and uptime etc provided by the host what one should look at..Also depends on your requirements and the type of services needed by you.So do mention your needs and requirements briefly so that it will be easy to analyze.
 
This is always a loaded question. What works for me may not work for you. The host for me is likely to not be the host for you. In order to answer this, you need to be quite a bit more in depth. Some basics

Look for a host central to you and your clients
Look for a host that has qualified support. Ask questions you know the answer to. Be reasonable, but fair. Remember, you're not a client, but a potential one.
Look for a host that's been around a while
Look for a host offering the environment you need
 
Some great answers (and boring ones) here but I'd like to think there is a few other things you need to do before making a purchase!

Fear not if you see some bad reviews but a lot of good ones some customers need a lot of TLC and when they don't get it they type the first hosting review site.

Newer hosting businesses (registered <1 year) need some extra attention but don't immediately dismiss them some smaller web hosts that opened months before have a personal touch and sometimes exceed expectations compared too days on end waiting times for support at competitors.

As for other factors any unscheduled downtime in 2017 is less than ideal and should be closely monitored as too how they will improve in the future and how they responded to it (but don't jump up and down for scheduled maintenance these things need happening be it software updates or hardware).

I believe that the most valuable negative reviews are the ones that portray both sides of the pictures because they are unlikely to be biased as they can see the good and the bad unlike the ones that are just really pissed at a particular host because they made one or two mistakes.
 
The big thing for me is the uptime, and reliability, alongside good prices (in comparison with quality) and I also like to see some good support just for peace of mind.

Hosting Bandwidth
Hosting Domains
Database
Free domain include
Hosting speed
Hosting load capacity
Hosting support
Other features: such as File Manager, FTP Manager, 1-Click install, WordPress support, Unlimited Email accounts,…

What is your goal in getting a web hosting? is it for e-commerce? Personal Portfolio? Blog?. I guess there are differences in what factors you should be looking into. There are different types of web host and you should consider what site you are making. If you are making a regular portfolio then you should get the regular web host that's just enough for your site.

you can consider:
Web Space
Speed
CMS
Control Panel
Databases
Websites (if you are planning to host more than one website)
 
So many factors go into it, I guess it purely depends on circumstances too. For example if you need PCI compliance or something of those sorts.
 
One thing i always look for is if their ips are listed as spam. Good luck getting your emails out or spending extra for a decent email service.
