Assuming you have just launched a new affiliate program, but with an old business that has its old clients, You may start by trying a simple mail to your clients telling them about the new program. You might get one or two who would like to join. Clients do better marketing for you and better they are not even paying for it all you have to do is offer them good service.

You may also need to work on SEO for that programme so that you can get some valuable visits from google.

I would definitely recommend promoting to your current client base first. I would also recommend having a second tier commission so that they have an incentive to recruit affiliates on your half as well.
