Well yes, as stated in the post that you quoted only a portion of, the "internet" was created in 1973, while the world wide web was developed in 1989.

While the tools you have mentioned can exist without the world wide web, those tools become useless to the average person. It's no mistake that commercial email technology (what we use today) was developed, the same year as the "www". Thus, the internet was not very useful to the public (average person).
