If you use a LiveChat program like LiveZilla, this will also document your conversation. For pre sales support, their tech dept may not be your best resource. A lot depends on the size of the host and the resources they have to support you.

If they are doing maintanance, they have inform customer before mainantance..!!!
 
I think Technical Support should be given high priority. All the other factors are visible before buying any plan such as pricing, disk space, data transfer etc. You can evaluate the quality of the support only after buying the service. groovywebhosting and godaddy are some sites with good technical support. There may be more. Cheap hosting always comes with a high risk. In fact if you think rationally, no one can give great technical customer support and cheap hosting all at once. Prices are not the only thing to see. You should have the best customer support when you are doing hosting.

To some extent, I would agree. But companies like Hostgator and many others do offer great technical customer support and cheap hosting at the same time. No business can please everybody, unless you have one customer and he's your best friend. :)
