Startlogic == Ipower, they have different middle management but are effectively the same thing.

Startlogic seems to be a good webhost from the reviews which I have read till now but there have been some negative one’s also but that happens with many webhosts.

ya, i do heard of them since a 2-3 years back.
recommended it to both my friends. and seem OK until now.

lately startlogic site shows 'power upgrading'... which bit concerning this short moment.

Well ipowers LA datacenter is known for frequent power outages, the "power upgrades" are more than likely in reference to that. I know they picked up a new datacenter recently in arizona, phoenix area(just from tech chatter with friends that have worked for them), I think there are less frequent to no power outages there.
