true, but it can still be done, just think CSS like PHP built sites is relatively new in web design.

many sites are still created using HTML version HTML5 (google.com, facebook.com, twitter.com ..etc)

Having a bit of CSS knowledge with HTML would work well. Your website would be considered very simple though.

Pretty easy and simple to use HTML to build some websites. However over time you'd need to get used to using things such as JavaScript for Ajax etc which would just update the content for a page instead of reloading the whole site!

Though, a lot of HTML based websites can be pretty good.

HTML .. Yes you make the website with that. If you like you may use the jQuery UI. Its nice and easy to implement with HTML. jQuery also have mobile UI. So you also make mobile website easily.

Define "decent-looking", does it need any special coding for functionality? I am sure if you want something simple yes it can be done, we have moved on from the dancing banana's era (though some have not). My personal site is fairly simple though it does have a custom Wordpress theme (I blog, that is all, no galleries or anything else, just content).

I would find a good CMS (content management system) and install it. Then you don't have to have complex HTML knowledge, but can still update your site, organize blocks on your pages, moderate content, and so forth. It's really one of the best options for new webmasters, IMO.

All you need is HTML/CSS to create an awesome site. Though jQuery and others can go far in making a site even better.
