Google keeps record of domain whois info. It won't help with seo, if all domain that point to your domain have same whois with different IP. If you provide false info in whois, you can get in trouble with registrar.

If one is really interested in getting links, they can do that by press release, having a blog or a product/service that stands out.

That's not entirely true. The key here is if those sites linking back are simply gateways to your main site, or if they provide value in and of themselves. An example providing value would be a microsite developed for customer support or seasonal promotions. :D
 
You first need to concentrate on your sites contents and instead of getting c-class ip's why not host them on different servers and in different geographical location.

What if you have a private whois info? How would google know it was owned by the same person?
