You should then add your profit margin and publish the products on the website. You don't have to pay upfront for getting this kind of offer. If you receive a VPS order on your website, you should order it from your hosting provider and pay them. They will setup and forward you the login details of the VPS. You should then update the welcome email template and forward the login credentials to your customer. This practice would help you to grow your business. Once you start making good profit you can then purchase your own VPS nodes.

Depends

It depends on what type of market you want to capture. As you know, VPS and Dedicated have varying markets. From the history of your business, it is fitting to get in to VPS initially.

Also, think from a marketing perspective what current services you can bundle in with a potential new service. As continually mentioned, it's a tough competition out there and regardless whether it is dedicated or vps, you need to set yourself apart from the rest.
 
Purchasing a VPS with a WHMCS developers key should be able to handle everything that you need to host small shared servers, when you start getting into web related industries that require more power, that's when you can start making more money and jump to a dedicated server.
 
VPS'es are easier to resell, simply because they are cheaper. This is a huge market and hopefully you'll be able to find your niche.
 
I'd join in with Reselling if you had something new to bring to the market, there's thousands of VPS companies out there offering the same things.
 
VPS usually starts from 10-15$ for minimal tariff. Dedicated server starts from usually 35-40$. If you have a lot of money to go buy dedicated servers of course to do this. Physic server will be 100% uses of resourses is only yours. Sorry for my not good English.

I've seen VPS servers starting as low as $1-2/month.
Normally, a regular shared hosting account with that pricing is going to scare me, so I have no idea what to expect from a 2-dollar VPS.
 
Start with VPS would be the smarter move for you, Easier and less risk. Once this one covered well, you may consider move into dedicated as well :)
