Promoting/Marketing on a Tight Budget?

Great advice in this thread. What I would add just as some ideas I found interesting would be to attract eyes to your particular area of interest with articles on a blog and offer to do guest blogs on similar blogs, and let those people write one for you. One more tool for expansion that I didn't see mentioned is lead generation. Sure you will lose a % but the volume of your business will certainly increase and you will be able to gauge if your service is actually competitive.
 
I know Social Media is a "thing" but unfortunately I don't see that "right" for my business at the time... :)

I can't imagine what's your business about if you can't use social media. No Instagram/Facebook page for your business, seriously? :)

The thing with Social Media, is if you dont have the time to keep it updated then it is not worth using it.
