Looking for honest and reliable host

Hello,

I am looking for a hosting company that meets these requirements:

- allows me to host 2 domains, each one with its own cpanel.
- 200 mb of combined disc space.
- 2GB of bandwidth
- At least 2 MYSQL Databases
- CGI-BIN
- Webmail
- POP/IMAP/SMTP support

I am willing to spend around $10 (US dollars)/month. Less will be great, but I don't want to sacrifice quality too much.

I will value hosts offering additional account features such as Fantastico, etc...than those focusing their offers on huge amounts of disc space and bandwidth that I will probably never use.

I am located in Europe (Portugal) and usually take into account the connection response time. From my experience, I have noticed that US hosts with servers on "ThePlanet" are usually faster...but that's not a requirement.

Very Important:
In one of the domains I plan to use WordPress and on the other one I plan to use ExpressionEngine. I have read about bloggers complaining that their accounts were suspended because these applications were using too many server resources, therefore, I would like to be assured that there's no problem in using these two blogging applications.

Lastly, I have changed hosts too many times, so this time I am trying hard to find a reliable and honest company with whom I can do business for years to come, without the need to worry if they're going to be around next year, or if if the server crashed for the 3rd time in a month.
