But wouldn't you think that an offshore place is on an internet connection half way around the country? Thats like with gaming dedicated servers, if your in the United States, and you are playing in a server that is located in the United Kingdom, you will ping worse than if the server was in central Texas..

But then we are talking about image hosting, not gaming servers... Also, I know a few Russian websites that load faster than CBC News site.

So I think it is the settings, the providers and how well the servers are managed (overcrowded or not) is what matters.

I have to agree with you on the fact that it depends on how well the servers are managed, settings, and the providers. That is most definitely the most important thing that affects servers or any type of hosting for that matter, this will always remain true.
