Yes, it's still alive and Freenode is supporting free and open source communities since 1998.

Unfortunately, the web hosting providers do not allow IRC to be hosted on their servers/network due to Illegal activities. :)

As 24x7server says, a majority of hosts and server providers will not allow IRC to be hosted on their servers.

You will need to check a hosts terms and conditions and also contact hosts directly to see if they allow IRC
 
IRC is definitely still alive, but it is much smaller than it was in the past. Are you looking for a specific community? IRC tends to be held dearly by specific social circles. Other social circles have moved on to other platforms.
 
Yes it's still (barely) alive, and working. A host i did some pretty massive work for last year insisted on it. FINALLY we got them to switch to Hipchat.... and within weeks, they announced that it was being sunsetted for Stride. Talk about a huge PITA

Usually the larger the company, the harder it is to get them to "change". Generally because they are not willingly to undergo the risks of adapting and instead insist on staying on older/dated platforms.

That is why there are people that are still paying their hosts $100+/month for a Pentium 4 server...
 
Yes, IRC is alive but today many host do not use it. You can search for the host who use it but you will get very few. Make sure to go trough all terms of services before sign-up when you will find the provider.
 
I haven't really concerned myself with IRC lately since I know it's banned by most providers. Silly me, I read a lot of TOS policies and I can't remember the last time there wasn't some sort of ban on it.
