To learn the technique, all you need to do is take a look at the code they use on the page. In this case the part responsible for the "moving effect" is this:

<marquee direction="up" height="175" scrolldelay="20" scrollamount="1" onmouseover="javascript:this.stop();" onmouseout="javascript:this.start();">
<font color="#000000" face="Verdana, Arial" size="1"><b>19-02-2007</b></font><br>Songs of movie <a href="songs/indian-movie-songs/eklavya/388/1.html"><b>Eklavya</b></a> have been added!<br><br>

<font color="#000000" face="Verdana, Arial" size="1"><b>16-02-2007</b></font><br>Happy Birthday <a href="forum/index.php?showtopic=36913"><b>Shehzad Roy</b></a>, We wish you best of luck for your future 🙂<br><br>

<font color="#000000" face="Verdana, Arial" size="1"><b>13-02-2007</b></font><br>Download <a href="valentines_songs.html"><b>Valentines Songs</b></a>, Hit collection of Love songs!<br><br>

<font color="#000000" face="Verdana, Arial" size="1"><b>12-02-2007</b></font><br>10 new Songs have been added in <a href="songs/pakistani-underground/5/1.html"><b>Pakistani Underground</b></a>!<br><br>

<font color="#000000" face="Verdana, Arial" size="1"><b>11-02-2007</b></font><br>Song Dil Nahin Maanta by Yousaf Rizvi & Armaan by Siege have been added in <a href="songs/pakistani-singles/2/1.html"><b>Pakistani Singles</b></a>!<br><br>

</marquee>

I designed www.forumpakistan.com, I think its better designed and even there are no pop ups, no ads. So you think that forum pakistan is better designed.

Is this an attempt to advertise and breech the rules because it sure seems like it 😛

Did you design the forums yourself?
