if you purchase a WHMCS licence direct from them at whmcs.com then you can ask them to provide you with a free development licence.

You have a LOT of work ahead of you my friend. Billing systems, payment processing, managing your servers, managing your clients, support tickets, etc etc. It's MUCH harder than it seems initially - especially if you want to provide a high level of service. Just managing a firewall on one of our machines itself is a full time job.

Actually it depends on the choice of the way starting a hosting business - F.eg. if you start as a reseller, which is easiest way, in most cases you'll get ready solutions (even FREE of charge!), including: Billing software, server management, domain name/ssl cert. reseller account, end-user support, etc. You might need to create your brand, sales website, connect payment gateway (PayPal, 2checkout, etc.) to the billing, put Live Chat/phone support and promote your products/services. Regarding firewall and other network solutions, if you cooperating with a good hosting provider, they do that hard work.
This could be quick, easy start for the beginners, though to reach the success, sure, you need to develop.
 
There is a lot of work ahead of you, especially if you are still a beginner in the web hosting business. You should read a few books on how to start your own web hosting company (do a search on Amazon, Kobo or Barnes & Noble).

Just curious: do you plan to do reselling, or do you intend to create your own database and purchase servers?
 
I am completely agree with "euro-space".... You can start with a reliable hosting provider and their reseller or VPS hosting Plan......
And the rest depends upon your enthusiast... You have to bring customers ...and thats make your business more successful
 
It will be an advantage to get a reseller plan and build up a strong clientbase and reputation and once you have these and making a decent profit move onto a VPS and then a dedicated server.

I'd go with this too if you do not know what you are doing. It can help get you started in no time.
 
Start with a free 30 day offer from a reseller and you can be in business right away, billbox for billing and a domain from enom, design a website, and your off and running try it we all did it.
 
Agree a reseller plan to start is much better as your going to have to learn quite a bit in a short period of time plus handle sales and other aspect of the business. After you have setup your website and seo plus hitting the bricks to get sales you can then upgrade to a vps or dedicated server and start selling vps servers. Best way to go.
 
I recommend you start of by a reseller and test the water out. Get a feel for it, if you think its for you try hiring some team to work for you in tech aspect.
