Reaching out to your existing customer's would be the best route to take. Your customer's will be your best affiliates.

Another option is to join affiliate networks such as cj.com

You may consider enticing your affiliates with free product samples as it is of high importance to let your affiliates discover the quality of your offerings on their own before they decide to promote them to their audience. No less significant are the commissions – the higher they are, the more affiliates you can assemble. While high commissions may be associated with lower income, remember that but for your affiliates you would not make these sales at all. The other idea worthy of consideration is to provide your affiliates with a wide range of ads and banners in various sizes. Offering at least several banner choices will most definitely translate into greater willingness to cooperate with you.

You can actually reach out to the people who are more likely inclined to your niche so it can be so effective. I can say that having an affiliate with a real deal is better than to have alot but inactive :)
 
Get your affiliate program listed on various affiiate directories as this is where affifliates go to when they're looking for products to promote.

Getting affiliates is not hard. The hard part is for them to actually do something. You probably want affiliates that promote your products and send you customers. Most affiliates will not, or will do it in an extremely low volume for the reason that most people interested in earning money are people that need money so they don’t really have any high quality source of income to send traffic.
 
We found that reaching out to exisiting clients was a successful method as these guys are the ones using our services and are happy to promote them onwards to their contacts in exchange for affliate fees they then use to reduce the monthly cost of their service(s)

Lots of great answers here, and agreed that existing clients make great affiliates. Don't expect the world from all of them though. Some will excel while others will do nothing. Good luck to you, sir.

substantially get the word out if you have a decent size client list.

Why would an email sent to your clients be regarded as spam?

As long as you give the option to unsubscribe from the newsletter and honour such requests, staying in touch with your clients this way is a great idea. Obviously there is a lot more to such mailing tactics than that. You have to consider frequency, content value, engagement ideas, etc. If you send out nothing but advertising, I don't see any reason why any of your clients would consider staying subscribed, as that would edge on being spam.

No, email marketing in general is not considered as spam. Email marketing to existing clients or opt-in prospects is both perfectly legal and an excellent way to boost sales or brand awareness. Just be sure to abide by the CAN-SPAM ACT of 2003.
