How many MB to start?

Depends if your Host have Overselling enabled.

If Overselling is enabled 1000mb should be fine, but if its not enabled I would do something like 20,000 so you can allocate the space to make affordable plans.
 
How much disk space and bandwidth would you recommend a new reseller start out with? Would something in the market of 1000 MB per each be too little? Would breaking this down to 100 MB per each to resell be about appropriate or would larger amounts be desired by most?

This depends on your target market. Some might be ok with only 1,000 MB, others will not. Its difficult to compete with such small of a amount in todays marketplace.
 
You can start out small - even just 1 GB disk space.
If your host has easy upgrade options, it should not be a problem as you grow.

This depends on your business target.And I suggest that you can start out with small disk space and bandwidth that satisfied your own target.If you will have lots of clients you can upgrade your current package to a larger disk space and bandwidth package.
 
Find a host that will easily let you upgrade to a larger reseller account. That way you can start small somewhere around 10GB or 25GB of storage and accompanying bandwidth. As everyone has also mentioned find someone who offers WHMCS licenses at a free or reduced cost it will make your life a lot easier.
