1, Need to check the infrastructure of the company like where the server has been hosted in perfect data center or in-house.
2, Check their network uptime it should be 99.999%.
3, Ask for a legal issue like agreement.
 
Everything is depened on what you like to host means website, blog, ecommerce website like that and also depend on requirement of space, bandwidth, operating system and expectation of support

true, a lot of cheap hosts will actually be owned by the big players using the same support network.

The thing is that most customers don't have any knowledge to what they should look in a hosting plan. So most of the times they make bad choices and then blame hoster for services. :crash:

sometimes it is a host that is bad. look at ebay. too many unlimited everything for $2 a year listings (try asking some of these simple questions any host should know and most wont have a clue) you will find most of these will have a cheap master reseller/alpha reseller account and then call themselves hosts.
most people without knowledge will just see the price and then when things go wrong they turn to other hosts complaining they lost their websites and can we help get it back.

'Shared' or 'cloud' hosting for example.

Cloud hosting is even more vague, depending on the service provider it can mean a myriad of different things.

But what are you classing as a Cloud Hosting?

Marketing can be done in weird and wonderful ways to mean as someone else said; CloudLinux is installed and now its a Cloud Service; or it can be a real HA setup with redundant, replicated storage and compute layers.

I agree that any host should have some sort if technical knowledge, but saying you provide 24/7 support does not mean you have 24/7 a live person as having a comprehensive knowledgebase and FAQ which can be accessed 24/7 constitutes as 24/7 support.
