I think x10Hosting is good. But not all sign-ups get verified. Only 10 out off all the day sign-ups get verified at midnight. It's a sign-up lotery. You might be lucky though. There is also with huge plan and forum posting. Hosting Zero is good with huge plan and forum posting.
 
I've gone through several free hosts (for sites that were mostly hobby spots) and have only had one that lasted. Most will drop your site or in some cases just plain disappear. The guys at www.peoplespace.com have hosted one for me for quite some time now and it's been stable. They aren't trying to get you to come over to paid hosting--they want you to join their other site, so they use the hosting as an incentive. Makes for a more reliable business model, IMHO.
 
If you are looking for a free host I would go on www.host4free.info.

Honestly though, if you have the money, go for a paid host. You can't really rely on a free host to stay online for a long time. For paid hosts though, the majority of them stay up for a long time. If you are just learning about hosting though, get free hosting.
