and as many IPs as you want from 1 class. But it depends on the provider, that's why it's better to talk to them directly

Each provider is going to have a supply of IP addresses. My current VPS provider won't give you IP's based on SSL justification, however my current dedi provider will.

Providing extra IPs has nothing to do with what VPS plan you are on as you can get these on reseller plans and dedicated servers.

No Idea, i have seen some recently that will refuse if you require one for SSL purposes

Every provider is different and I'm sure they do take into consideration what you think it's the justification for needing more Ip's. Now just because you think your reason justifies getting additional Ip's, doesn't mean they will approve it.

I think this really comes down to what kind of provider you are with and how strict they are with providing additional Ip's.

It is not always just down to what your host/provider says is the right justification, but on how strict their upstream provider is

Most hosts provide 2 ip addresses with a vps. 1 with shared and up to 5 standard for dedicated. Anymore then that justification is needed.
