VPSs main selling point is indeed control without dedicated's price, and you're almost certain to get more cpu/memory per user on the host server than with shared hosting.

If you are unfamiliar with managing the server, then, I'd recommend getting a managed VPS instead.

prices of VPS is going down considerably to the point it is already similar to shared hosting, if you have some skills on Linux you can get some unmanaged VPS.

You will have more flexibility on VPS especially if you require tomcat.
 
i would suggest you to take Dedicated servers, you can get affordable Dedicated servers and as your requirements can manage a dedicated one, why not to have it, it will help you to manage your future requirements too
 
What is your budget requirement. Building a VPS on those specs wouldn't be difficult, it depends on what your budget is.
 
Yes you can go for VPS hosting services, or you can select dedicated servers as well. Both will work for you. Even shared can help you for your requirement.
