hmmm intresting personally i dont think we need it with the information around in forums and stuff in google about adwords..its all about playing around until you got the right combination :D
 
there are a few PPC Management tools, most are enterprise solutions for larger campagins. But I usually just monitor my adwords myself you kinda know whats selling and whats not.
