cpanel redirect problem

we tried to redirect our domain by putting in:
http://www.zanox-affiliate.de/ppc/?2056166C1532685573T&ULP=[[berlin]]
as redirection address but when we tried it out we got an browser error for no existing webpage with this value:
http://www.zanox-affiliate.de/ppc/?2056166C1532685573T/ULP=[[berlin]]
the speciall character like'?', '&' didn't came across right. How can we avoid this error?

For the domain make an index.php page and use a header redirect.
