Any recommendation for marketing your web hosting on a tight budget?

Social media and forums are a good way to advertise in most cases free. If you have the space try reaching out to gamers/communitys and try for a sponsorship.

I would also suggest offering a free plan to clients. Most of them will grow and upgrade in the future. Tho watch out you might find abusers.
 
You may continue with forum posting. Do give Bing ads a try. Its way cheaper than google ads and there are so may people who have been successful in making good sales with it.
 
Give some awesome offers over Facebook like 60% discount on every Wednesday if hosting is paid for more than one year or so. This works good for me so try it.

For starters just keep posting and try facebook ad's. they won't bring you customers but it will bring traffic and it will help your brand grow and to be recognized.
 
Do you have a marketing budget?
Given the competition I suggest to carve out a niche and go after these guys. This makes your marketing also far more focused given you will create content solely for this niche. Also your audience will be more consistent enabling you to upsell to them better.
