Thats not a lot of money at all...
People are so used to seeing others selling designs for less than $50 when they are worth FAR more than that.
Think about how much time and effort you put into your banners Frank which are sold for $23, there is a lot of time and effort put into these designs and it shows, they are worth the money I think.

Does the buyer get full rights to resell Vast-Hosting?

Yes these are all designs I have made, you get full rights, you can resell them or use them for personal use. And they will only be sold once
