SAP, NTT plan to park sovereign cloud inside customer data centers

SAP and NTT have said they intend to work together on sovereign cloud and business AI, and the first step lets customers choose where the hardware sits. The two companies announced the plan in Tokyo, although they framed it as an intention rather than a launch.

That first step builds on SAP Sovereign Cloud On-Site. With it, SAP manages its cloud software, yet the system runs in a data center that the customer owns or picks. NTT would then handle the infrastructure and daily operations underneath. As a result, a government agency or a critical infrastructure operator could keep cloud style services without moving its data into someone else’s building.

The intended customers explain the design. SAP and NTT name government bodies, defense organizations and their suppliers, and critical infrastructure operators, plus other regulated businesses. These groups often face local rules about where data lives and who can touch it. Therefore, a vendor’s assurance of a secure cloud may not satisfy them. They tend to want physical control, local data residency and clear proof that operations follow the law.

Both executives stressed practical outcomes. SAP Chief Financial Officer Dominik Asam said sovereignty goes beyond compliance, because it also supports resilience and the responsible use of AI. Meanwhile, NTT Chief Financial Officer Yutaka Sasaki said customers want AI that solves real business problems, and that NTT aims to pair its industry and operations knowledge with SAP’s applications.

AI comes second. After the sovereign cloud work, the companies plan to explore wider ways to bring AI to the same customers while keeping data and operations under local control. For now, that part remains an exploration.

The structure raises a fair question, though. SAP runs the software, NTT runs the infrastructure and the customer chooses the building, so three parties each hold a piece of control. Buyers will want to know who answers when something fails, who can see what, and how that split holds up under local law. The announcement also leaves out which markets come first and when. Hence, legal and procurement teams will likely study the contract terms before the technology. Until those details arrive, the plan is a direction more than a timetable.
