Dutch Cloud Alliance tests whether sovereignty can outweigh hyperscaler scale

Seven Dutch providers have formed the Open Cloud Alliance, aiming to shift government workloads toward locally controlled cloud infrastructure as early as 2026. Backed by DINL and TNO, the initiative focuses on open standards and shared delivery to reduce reliance on U.S. hyperscalers. Its success now hinges less on technology and more on whether public-sector procurement begins prioritizing sovereignty over cost and familiarity.
