I do not like to rate hosts on a general scale as you are asking. What are you looking in a host? If support than there is one list, but if it is uptime then there is another list. It all depends on what you are looking for.

Yes, a money back guarantee is an important thing to look for in a web hosting company. That's one of the reasons just host is one of my 3 picks, along with hawkhost and hostgator.

Top host differ from person to person so if you ask 1000 persons you will get 1000 X 3 top hosts
