If you are asking about the VM itself, it really depends what one news. However if you are a sing about the OS of the underlying server system, then Linux for sure!

I think it will be not an easy answer for anyone until they are not clear with your requirements if your user/ customers do have html websites you may go with Linux VPS however if you are having requirement of Microsoft ASP.NET or MSSQL then you shall always prefer to go with Windows VPS only.

Most startups look at cPanel and if that is your choice than you don't really have any option but Linux VPS.
