Which software should I use ?

Recently I have downloaded some .fla files to be put on my site,
But I never know how to edit them, and add links to them,
Many said Dreamweaver can solve this problem, but it didn't help,
Do anyone know what software to use for editting that .fla files and link them with the html files I have ?
