Important for what exactly? For visitors? For clicks? For SEO? This really is a vast question...

In terms of SEO there aren't any hard rules on that, but as you can imagine, there are guidelines and examples that favor shorter URLs (I believe the MOZ tool outlines them to >115 characters for optimal results. Shorter URLs also seem to bring a higher click-through rate (CTR) compared to longer ones. And when you add up that many hyphens or stop words are frowned upon by search engines this should be an encouragement to go for short :rolleyes2
 
For SEO, not too short, not too long, the answer is somewhere between. It is good to have some keywords in the URL, but not too many.

For visitors, I don't think they mind if the URL is short or long. If they believe that there is something interesting to read, they will click it regardless of the length.
 
For anything, length of URL should be kept in reasonable characters and should mean something. This helps in popularity, visitors, clicks and everything to success your website.
