Spoofing

I see some hosts listing 'anti-spoofing' as a feature. I kind of know what spoofing is, but only vaguely so can someone please expand upon this for me? What is it, and how is it prevented?
 
Spoofing is a common way for malicious activity to be disguised on the Internet. It is used to mask the real source of traffic or to impersonate another user by assuming the IP address of their computer. Implementing anti-spoofing filters helps ensure that if malicious activity is carried out on a providers network, then they can track it back to its source.
 
I believe the most common use of spoofing is when someone uses your email address as their own to send spam, if I'm not mistaken.
 
The first time I received spam from myself, I was like, "What? I didn't send that." Spam - what would we do without it? I can only dream. :)
 
There is also spoofing when it comes to phone numbers, I remember years ago I had an friend of mine call up my home line and the ID says (9-1-1), so I picked up and I hear "GOTCHA". :D

Okay, its bad, but it was still funny.
 
We have the definition of "spoofing". Can we consider spoofing as identity theft for the internet services?

So how does "anti-spoofing" work then? Is this available only to hosting packages? What email providers, if there are any, have this kind of security feature?

Its not something I have dreamt of but it would be nice to go without it. Nothing is a bigger waste of resources that I can think of than dealing with spam.

I just receive an email coming from my own email. Should I report this to the email provider? Or should I delete the account and make a new one?
