Setting up a proxy server for dummy :)

Hey guys,
I want to set to set up a proxy site(like www.safelizard.com / www.hidemyass.com) but I'm kinda newbie in web hosting and stuff... So here are my questions

after I create my website...

*What host should I choose?(I've heard Bluehost and Godaddy are good but they don't allow proxy servers)

*why don't most hosts allow a proxy servers.... I mean I'm paying for the storage space and the bandwidth and they charge extra if the bandwidth usage exceeds the limit...So what's up with that??

*How much would registering a domain name cost me and after registering a domain name do I have to pay a monthly fee to retain it or is it a one time fee?
*Who do I pay the money for registering the domain to... I read many hosts register a free domain for customers but do I get to keep it if I change the host??
*In case it's monthly fee what happens if I just decide to abandon the domain and don't pay the cost.. Would the domain be up for grabs again??

*How much would a hosting the site cost me per-month(Bluehost charges about $4/month but I'm guessing the site would act sluggish for that low cost).. Do I need a dedicated server or if not what plan would suit my needs.

*Is there any other way to monetize the site apart from adsense??.. I don't want to do anything illegal(at least not with my very first site :D:devil:)

*Are there any legal issues with owning a proxy website??

Ans > Both the hosting providers are reputed for web hosting, but Godaddy is more famous for domain reselling.If you have to choose between the two,I would suggest you to go with BlueHost.Most of the reputed and professional web hosting service providers do not offer proxy servers due to the possibility of spamming.

Ans > You are alloted a particular amount of diskspace and bandwidth, if you realise that you might exceed the limit, the web hosting provider would send you a notification when you reach 80% of the allotted resources.Then you can either upgrade the plan, or cut down the resource consumption. If there is no action taken by you the web host would suspend the account.

Ans > The cost of registering a domain varies from company to company. The cost of the domain would depend on the extension or TLD you choose. You need make an yearly payment for you to retain the domain.

Ans > Everything depends on the hosting provider.But,usually you can retain the domain even if you change the hosting provider(atleast we don't keep the domain with us) .

Ans > If you do not pay, the domain would be suspended. The domain registrar may resell it later, but there is a cooling period involved in it, which may be 3-4 years approx.
