We are based in France, although offer our prices in USD since it is the main currency in the whole Web Hosting market. Our servers are NOT located in Europe, yet all our European clients find it fine since NAC has great peering world-wide and is just as fast for Europe clients! I think you will probably find that most providers do have their servers located in the US.
It sure hasnt been a problem for us and we host round the globe.
You might try a search on google for the specific country where you prefer the servers to be housed.
