Popups good or bad ?

Popups are really bad or is there any possible designing technique for making creative popups for your web-hosting advertising ? Also lets share your experiences on popup blocking softwares and methods of removing them.
 
CPM affiliate networks are using popups and paying around $2-5 per 1000 unique hit. Why ? If popups are just annoying, why these networks still paying for these popup and popunder ads ?
 
Here are some guidelines for all types of popups:

• Wait for users to ask for the popup; don’t pop them up automatically.
• Make sure that the popup box is between a quarter and a third of the window size. Too small and the user won’t see them; too large and they’ll cover too much of the screen.
• Don’t reuse the same popup unless you can make sure that it comes to the front of the screen each time.

Simple. They are collecting e-mail address in order to protect themselves from spam accuse. Most of the CPM affiliate networks use false stats information about your site. If you send 10 K traffic into their CPM advertiser, probably you will see 1 k or less affiliate stats. Thus, it must be $0.2-0.5 for each 1k visitors instead of $2-5 CPM. They are cheating the publishers. However, you can find some fair networks if you search deeply.
 
yes cpengineer is right again, wait for the user prompt. Popups usually suggest to me an insecure portal, my radar goes off if i have extra windows suddenyl open.
 
Well, if pop ups were good why would they make blockers for them? :D. The only pop-ups I allow my Site(s) to have are "roll over" popups
