You will have list of software for pop up banner if you search with proper keywords.

If you need it for an html site you will probably need a javascript pop up. Chances are that it could be a little tough for you to install though.

I'd recommend trying to find someone that can do it for you to make sure it gets done correctly and doesn't mess up your site.

Oh I hate those annoying things. Why would you want to ruin your site with such an annoying thing?
They are as annoying as video ads.
