And country like Bulgaria don't even give a sh*t about DMCA and copyrights...

Offshore or not A DMCA notice now relates to where YOU are based and not the IP location.
As you are based in Arizona in the USA then you cannot ignore a DMCA notice.

also technically a DMCA is a USA act and only is legal in the USA, so any other country can ignore a DMCA notice if they so wish. It is only out of courtesy that hosts from other countries like the UK will act on a DMCA notice
