Need coder for Wordpress plugin

I am looking for someone who can code me an advertising plugin for wordpress. The plugin at first will be simple as funding is low at the moment. But, whoever accepts the job will be hired again to add more features to the plugin once funding is available. All rights to the plugin will be mine.

The job pays $40 + a sponsored article and 6 months ad placement on my site. Remember, the person who accepts will be hired on again to add additional features in the future. Also, the person must be able to do all the design work.

Payment:

1. Payment will be done via paypal.
2. Payment will given once plugin is finished.
3. Will not do half now half later, been scammed to many times with that.

What I am looking for right at the start:

1. Easy to understand admin area.
2. Able to have two columns of ads with as many ads in the columns as wanted.
3. 125x125 ad slots.
4. Option to place more than one widget on the site.
5. Plugin must be able to track bot visits and ignore them...Only unique visitors will be counted.
6. Be able to view ad views, clicks and ratios for each ad.
7. Be able to sell impressions and clicks.
