What do you mean? I believe we're talking about shared hosting, versus a VPS or dedicated where installing Apache is necessary.Their software includes the Apache web server and PHP built into it, creating a bloated web server environment that can't handle load.

Sure they do. It may be the hosts job to ensure that the server isn't overloaded, however, that is subjective.as a client they shouldnt need to worry about such things. thats the hosts job. hopefully they'll be professional enough to know how to manage their load levels between servers.
Anyone has different experience with hosting companies. I would recommend Apollo Hosting and Host Color, but more important is not to go with oversellers. There are many good web hosts.
