Location/address - possible to find?

If anyone has some kind of access to premium IP trace service, I would appreciate any information I can gather on this IP: 66.203.207.66 and this email address: "jpbourgeois [add @ in the middle] hotmail.com" - do not want it crawled.

I am coming up with Toronto, Canada, and Telus Communications being the ISP, but that's as far as it takes me for now. If there is a fee for finding the precise information on this person, I will gladly cover it.

This is pretty much what I collected as well for the IP. In fact, narrowed down to a geo location on a map using latitude/longtitude coordinates as well: http://weather.gladstonefamily.net/site/CXTO

I think precise location is impossible, unless you are government.
I also matched the email to one account on Facebook... but that one is from another city altogether, which is very strange...

Btw, EmailFinder.com - a complete waste of $15. Nothing that I didn't find myself. :)
