How viable are virtual offices for local business listings?

I just read an article at seo.alltop.com Friday that stated that Google was now penalizing listings of virtual offices if no one manned those locations, but the update by Google that the article referenced said nothing of the such. I'm curious what your take is on listing virtual offices on Google Plus, Yahoo, Bing, Foursquare, Yelp and other LBLs?

I don't think they will do this because every big organization is having multiple offices for local business. We do have listing on Google maps but we have updated other office addresses on the company page itself. Creating multiple pages for different geo locations using same organization name may lead to penalty is what I think.
