How many links do I need?

There is no set number. Depending on what keyword phrases you're competing, you might need a couple, or thousands. Keywords in links still play a serious role.
 
It all depends on what keywords you are trying to compete with. You can always use a good program, such as business internet promotor to help in making decisions on how well your website is optimized, as well as check where you stand with keywords, etc, in relation to ranking.
 
The more links your site has the better it’s for the rankings in the searches and makes your site have great value in the eyes of Google as it values sites which have good amount of backlinks and especially links which are of high quality. Do active quality-link building and sooner or later your site will be at the top positions in the SERP’s.
 
There is no fixed amount of backlinks. Just try to get more backlinks which are relevant. When your backlinks are more it helps in getting high PR. So concentrate on getting more quality links than quantity.

Quality links, i.e, high-ranked sites - ranked sites, more important than just tons of links that arenot or never will be ranked
 
also if you can get some link backs from .Gov and .Edu sites that would be a 1000% boost compared to normal .com/net link back

This is highly controversial (as many other SEO related things anyway), and most SEO people tend to disagree with this in recent discussions I have seen.
 
Also, getting to the to of the SERPs is not just about backlinks. I have PR 0 website right now and it has 1-5 rankings in google for certain keywords.

The keywords you use are important too. The more unique keywords you target, plus the backlinks. That will help you get closer to the top, but there is no guarantee.

Yep this too for sure. Blogs usually have a pinging service that tell places like Google your blog is updated, Google loves that!
