Good GPL Control Panel

I'm looking for a good GPL control panel to provide with hosting. I would like on that will do shared hosting. I'd also like to find one that will set up VPS's. I mostly want a good one to provide with dedicated and virtual dedicated servers if the customer does not want to pay extra for Plesk or Cpanel.

If I get you correctly on the part where you said:

If you mean by that like you want the panel to work under a shared hosting account then I'm afraid that's not possible.

Although, if that isn't what you meant, here are some panels I know of:

- ispCP Omega - All Distros (http://isp-control.net)
- EHCP - Ubuntu/Debian (http://ehcp.net)
- SysCP - All Distros (http://syscp.org/)
 
Shared Hosting

The main reason for the panel is to install it on dedicated servers so the admin of the server can do shared hosting.

I would probably also have some servers with this panel and offer shared hosting.

I also want one that sets up VPS and possibly monitors a conglomerate of dedicated servers.
 
With webmin/virtualmin you can do everything that cPanel and Plesk do, including all the limits and restrictions. I have used a lot of control panels, including cPanel, plesk, Webmin, etc … and I think webmin is on par with each one of them, and you can not complain about it’s being free.
 
Webmin isn't a control panel -- it's a GUI for server setup.
VirtualMin is the actual user admin panel.

Also: Kloxo, ISPConfig, OpenPanel, ZPanel, Cherokee, Ajenti, CentMin.

However, few of these are good enough for using for shared clients. Those are best for just yourself (as VPS/ded server owner), or for a small crew of people using a server. I'd suggest paying for cPanel if you want to run a shared business.

Again I say, Kloxo with it's fails it's good.

I'd venture to try EHCP aswell, now that it has a very good look.
 
I can vouch for VirtualMin/Webmin for sure, used it for a few years and i can honestly say i have never had much problems with it.

Kloxo on the other hand, far too many issues for my liking !
